i know a way without cheats to walk underwater and drive vicels in the mission with the jets

i did this online, by driving fast as shit on a ramp and landed in the water. i could still walk and use my vehicle underwater

You cannot teleport when you are in a vehicle.
And you can use any vehicle underwater, hydra too.

Download the teleporter, put it on while running gtasa and just right-click on the map to teleport.
how to teleport
To spawn for example a rancher. If you wwant it to be Ctrl + R Type it in the blank box in the racher and press enter or press spawn.
