It's simply my opinion. It's something I noticed from my own experience playing the game.
Is that common knowledge, or did you hack the game to find that out? I can't find many good articles on the GTAForums on the AI algorithms used... :/
Another good way to get the Phoenix or other rare car (like the Euros or Hotkinfe) is opening the ''cargrp'' file with Note Block / World Pad and change which driver will drive these cars or where they will spawn.
In my case,I put the car names ''phoenix'' and ''euros'' in the group called ''#POPCYCLE GROUP ENTERTAINERS'' and,now,the two cars spawn in The Strip,because the ''entertainers'' is a group that spawn inthis place.
I don't know if you consider it a Cheat / Mod,but is a good way :)
And it's only possibe to drive it, not keep it. Doesnt matter if you finish or fail the race, you will just respawn as CJ at the backside of Wang's Cars. Without the Phoenix.

I meant that here u can get only before the comletion and u can always get it in a race since the game is completed.
Lawl, no you can't always get the Phoenix from the 'San Fierro Hills' race, and that's because that race doesn't become available until much later in the storyline.

Dude, Phoenix appears 2times:
-In one of the San Fierro's races. And, when you finish that race succesfully, you can start the race again and just drive it to some your garage, instead driving the race, and that willn't be failed mission, because you have already finished that mission.
-During the mission "Home in the Hills", Big Poppa escapes in a Phoenix, and you can kill him and get the car.
The rarest car is Hotknife. Only if you finish Driving School with all golden medals,and in Vigilante

Well, there is the race you can do in San Fierro with the Phoenix. All You have to do is take it to your nearest garage, but that isn't anywhere NEAR the beginning of the game.
